On the side of my monitor I had a menu button, I then went to display and changed my monitor setting from 16:9 to 4:3. If the problem persists, it means that your monitor is overriding the settings, which in my case was the problem. This will make it so that when you play games that are in 4:3 or 16:9 your computer will fit them into your display instead of distorting and stretching the image to try to fit your screen. First, check your graphics card and make sure that your screen display settings are set to Native. I can't give step by step instructions as the steps greatly vary from computer to computer. If your game is being stretched out to fit your screen, it means either your monitor settings or your graphics card settings need to be changed.

If your game resolution is not display correctly and appears to be stretched out wide across your screen, and you are wanting to play it in its original 4:3 resolution in full screen, here is some advice. You can also change the 1024x768 to different resolutions and see if they will work with your screen, however I found that only 1024x768 would display correctly on my computer. Your game should now run in full screen! If you want to change back to window mode, simply follow the above instructions and remove the "-r1024x768" that we added.
Right click on Sims.exe and create a shortcut.

Create a new folder called "Old EXE" and move your Sims.exe file into that folder. Once you have downloaded it, go into your Sims folder ( Windows (C:) > Program Files (x86) > Maxis > The Sims). When downloading a No-CD Patch, make sure you are downloading the correct version of your game - example, if you have Complete Collection download that patch, if you only have up to Vacation, choose Vacation, etc. This is also a great way to play the game if you'd prefer not to have to insert the disc each time you want to play.

To solve this problem you will have to download a No-CD Patch of the Sims.exe file and run the game this way.
If you can not run The Sims, the game will not open or the application will not run, it is due to a CD-check that EA used on their games that no longer functions in newer versions of Windows, therefore preventing the game from running.
